The changes are called “minor, but useful” and you can view the release notes for more information. One addition that multi-national developers will appreciate is the ability to test different localizations of Android - starting with Germany and adding other countries/regions in future SDK releases. This is an important inclusion that might not be talked about much amongst consumers but ultimately, aids in the global completeness of the Android platform.
